A Premier Institution to Recruit State Government Servants.

Tamil Nadu Public Service Commission:

Tamil Nadu Public Service Commission(TNPSC) is an independent constitutional body. The Members of this Commission are appointed by the Governor of Tamilnadu and they can be removed only by the President of India. As per the Constitution of India, it is kept away from political and executive influences. Tamil Nadu Public Service Commission recruits almost all State Government servants. Political parties, Ministers and Senior Government officials do not have any power to control either the Commission or its Members and even the staff of the commission. So the general myth that is prevailing in the minds of youngsters that the ruling party or the Ministers can influence the Commission is wrong. The selection process of this commission is transparent.

The Written examination results or even the oral interview cannot be influenced. Madras Public Service Commission was the first commission formed in India in the year 1920 by a special act. Later it became a Constitution body as per the Constitution of India. Since 1970 it has been called the Tamil Nadu Public Service Commission. Every state has a similar commission with the prefix of that state name.

Role of TNPSC:

Besides the recruitment for government departments, TNPSC also conducts :

  • Departmental tests,
  • Language Tests for All India Service Officers,
  • Also conducts exams for Rashtriya Indian Military College at Dehradun under the Ministry of Defense.

Many promotions in government departments have to be confirmed by the Department Promotion Committee (i.e. DPC) of the TNPSC. The Deputy Collectors, DSPs etc., and all the civil servants, coming on promotions have to be appointed by the TNPSC and it is called “Appointment on Promotion”. In a nutshell, TNPSC’s role in Government employee appointment and promotion is extensive.

Organization of TNPSC:
  • TNPSC has a Controller of Examination and a Secretary. Both are IAS officers and they, work as per the directions of the commission.
  • The Secretary looks after administrative matters whereas the controller of examination is full and fully responsible for organizing, evaluating and announcing the results of Written examinations.
  • Organizing the oral interviews, totaling Written and oral marks, and announcing the merit list per communal rotation are under the preview of the Secretary of TNPSC.
  • The sanctioned strength of the Commission is one Chairman and 14 Members. But as of now, it has only 4 members. Out of the four, one is the Chairman in charge.

How is the transparency of the commission ensured:
  • As far as examinations or the Multiple Choice Question examination, the answers are
    displayed within 2 to 3 days so that the candidates can be well aware of or compute/verify the
    approximate marks that they could get.
  • Suppose if the answer is disputed the Service Commission forms an Expert Committee to
    decide the correct answer.
  • Even a copy of the detailed examination answer sheets [like Group I] can be perused or obtained after the results
  • The Oral Interviews are video graphed/recorded. There is an FAQ on the Commission Website from where the candidates can ascertain their rights
